I would reduce police shootings and corruption. That's not a bet, that's a promise. The US military and the police have different rules of engagement, because the police only became armed this way and took on this role in recent decades. I would work with the military to train the police when not to shoot.

I would also commission a study into cultural production in police departments. What that refers to is this: how they get their office culture. There's a whole media environment targeted at police, industry magazines and forums just for them. They have seminars that shape their culture. And these vary geographically and by department too, some are very free of problems. We would map it and describe the moving parts that lead to the various outcomes that we see.

When a department needs intervention, or is underfunded, we would assist with that. But it can't be a venue for overtime fraud, for example. We will be looking to well-run departments that have brought crime down without generating their own crime for examples on how to improve policing nationally. Public safety and the enforcement of the law will be every department's top priority.
