I would make a pitch to China for a collaboration.
First I'll explain my "stance" on China really quick, then explain the plan. I don't have a problem with China doing well. I would defend Taiwan because we have a longstanding diplomatic arrangement with them, but if China is funding projects internationally and everybody likes it, that's good. So I would try and work with them in a different way than most past presidents. Here's what I'd pitch to them.
The fear of migration is making some world leaders crazy. That undermines everybody's security. But migration can't really be prevented, and all we end up with are tragedies at these borders and nationalist crackpot governments.
So with China, because it's a world-spanning problem and between the US and China we have the international infrastructure to deal with it, we would go to every country with high outmigration and find a way to fix whatever is making people leave.
In some cases that might be climate change, in which case we'd probably be working with Australia and surrounds to make sure nothing goes wrong there.
Global stability will reduce migration successfully, instead of the present method of declaring a full military war on desperate families.
