This is a different kind of education policy. This is about teaching methods.

I went to a lot of schools growing up. I went to normal public schools and magnet schools in different cities. One school did something very different that could solve some of America's problems, the magnet program at Rogers Park elementary in Anchorage.

It solves three major problems in a simple way, for any skill level. One is the problem of students not progressing and it only being caught at some later point. Second, it solves the problem of students being left behind in some skills. Third, it solves the problem of advanced students being held back.

What they did is give each student a pre-test to place them in a given skill, such as spelling, math, science, and so on. Then, they teach that student the appropriate block of skills, so it's always just challenging enough and everybody is learning. Then, when they finish the unit, they take a post-test to see if they've learned it enough to move on.

This is something the school was managing to do in the 90s with classes of 20 or 25. The school's administrators would have more details about what makes it function. But this method is perfect for kind of making sure that every student is learning in every area.
